Help!  I am currently on complex level 12 (medium difficulty). Some levels (3, 7, 10 and 12 for example) appear to have anchor points in the sky but I haven't been able to connect anything to them.  Are they usable? How do you use them?

Those points are not on the same plane as the base points, make sure the editor is on complex mode then press back or forward to move the plane to the points and then you can use them.
