why I can not begin to build a bridge at the level of Complex, while all levels of easy, medium and hard just finished doing.

The following is Map Packs of EAD, I can not play it too.

anyone can help me overcome this problem?

You need to use complex mode to change your editing plane, please read the Bridge Construction Set manual on advance bridge building, the concept is the same for Pontifex:
